Ghost Walking Across Street Near Dublin Hospital - September 2022

CCTV footage appears to show a ghostly figure walking across Dublin's Temple Street, just down from the children's hospital.
The video footage was shared on social media by Ryan Graydon with a comment saying, "What the actual f*** Temple Street this morn.".
There have been many comments on social media as to what the footage might be.
By looking at the footage there does appear to be some reflective surface on the inside of the window which is reflecting off the window glass.
Could this reflective surface be causing the anomaly seen crossing the road or is there a more paranormal cause for what is seen on the video footage...?
