Immaculate Constellation Whistleblower Identifies Himself

A former senior U.S. national security official has publicly identified himself as the whistleblower behind a report alleging a secret Pentagon programme has been tracking unidentified anomalous phenomena (UAPs) for decades without Congressional oversight.
Matthew Brown, who previously served as a Policy Advisor for the Office of the Secretary of Defense, a Technical Advisor for the Office of the Under Secretary of Defense for Intelligence and Security, and a Programme Advisor for the U.S. Department of State, revealed his identity on Episode 74 of the WEAPONIZED podcast, hosted by investigative journalists Jeremy Corbell and George Knapp.
Brown is the author of the Immaculate Constellation Field Report, a document entered into the Congressional Record earlier this year. The report asserts that elements within the Executive Branch have been involved in long-standing, secret UAP-related programmes.
"This is absolutely what I did not want to do", Brown said during the podcast. "I am, on a personal level, giving up the future that I made for myself and was going to try to make for a family. My hope is that the stakes are not paid out, but they are life imprisonment and the possibility of execution".
Brown previously held Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and passed a Counterintelligence Scope Polygraph (CI Poly), making him subject to strict secrecy agreements that carry severe legal penalties for unauthorised disclosure.
Corbell said Brown’s concerns are justified, noting that classified disclosures can carry penalties including life imprisonment or, in extreme espionage cases, capital punishment.
"When you're in the classified world, you sign your life away", Corbell said. "There are serious consequences for leaking national security information - and yes, on paper, that includes life imprisonment or even capital punishment in rare cases tied to espionage".
However, Corbell indicated that whistleblowers often face indirect retaliation. "We've seen it before. The system can grind you to dust," he said. He referenced what he called "weaponised bureaucracy, targeted investigations, character assassination."
Despite the risks, Corbell said Brown had followed all legal steps. "He did everything lawfully," Corbell stated. "He pushed his material through pre-publication review at the State Department. They didn't push back. He did everything by the book."
Brown said he first encountered information about the alleged programme in 2018 while reviewing documents on a shared Pentagon server.
"It was 100 percent accidentally", he said on the podcast. "So the first exposure, or the exposure to Immaculate Constellation, happened on a shared server that was shared by all the offices in OSD... I was opening files that were clearly misfiled".
Among the materials was a transcript of a classified briefing to U.S. Senators. "When I was in USDI, I read the transcripts of Sean Kirkpatrick briefing Senator Rubio, Senator Warren and Senator Gillibrand," Brown said.
"My blood ran cold at a specific point... Mr. Rubio's response was, 'Well, what the hell is the Executive Branch doing? Have they been running this for 60 years without congressional oversight?'"
Brown also referred to mission reports, including an incident involving a triangular-shaped object that allegedly appeared suddenly over Russian naval vessels in the Pacific. He said the object "decloaked" over the ships and suggested the U.S. had captured images using a classified underwater vehicle.
The Immaculate Constellation report outlines a purported global surveillance objective for UAPs and references sightings of both orb-shaped and triangular craft. Brown also mentioned vehicles labelled RVs (reproduction vehicles) and ARVs (alien reproduction vehicles), suggesting some governments may have constructed technology mimicking UAP capabilities.
Brown stated his decision to go public was not politically motivated. "Ultimately, my biggest fear is what humanity will do to itself out of fear and greed," he said. "We have built a prison around ourselves. It's invisible, but it's not complete, and there is still time to maybe alter our trajectory."
Corbell said that Brown made the decision to reveal his identity as a protective measure and to prompt legislative action.
"I have seen problematic, even nefarious pressures put upon individuals as they are preparing to come forward", Corbell said. "The time is now... not just to report the truth, but to protect those who will not - or cannot - protect themselves."
He added, "This was the last thing he wanted to do. We tried to keep his identity confidential, to walk him through the proper channels. But those options proved to be false promises. Ultimately, his best protection was to come forward boldly."
The House Oversight Committee held a high-profile hearing in November 2024, featuring testimony from former officials Luis Elizondo and journalist Michael Shellenberger. Elizondo stated the U.S. possessed technologies not made by known nations, while Shellenberger discussed the Immaculate Constellation report, although he had only received it after the hearing. The document had already been submitted to Congress on Brown's behalf through a multi-month process.
During the hearing, members of Congress, including Representative Nancy Mace, raised concerns about secrecy and constitutional breaches, calling for greater accountability.
Corbell stated more disclosures are forthcoming. "There's a small army of whistleblowers ready to come forward, we have already recorded with them," he said. "The levee is breaking. The American public has not just a right, but a need to know."
He also warned of threats against Brown and others. "We have had very disturbing personal threats that we take extremely seriously – not just with Matt, but with some of the other whistleblowers who have already recorded with us," Corbell said. "This is serious. It's happening."
The remaining segments of Brown’s testimony will be released in a three-part series ahead of scheduled Congressional hearings on UAPs expected in May 2025.
